several other smaller Sea Org units were all incorporated under the
CoSoC at the time Wollersheim started his case against the cult.
There were *MILLIONS* of dollars in local org reserves for orgs under
the CoSoC banner.

This is an *excellent* idea! I would be really thankful if someone could post the legal documents relating to the "bankruptcy" of CoSoC. It is *very* hard for me to believe that CoSoC could have ever gone "bankrupt". More likely is that funds were transferred overseas to the Kreditbank in Luxembourg where the CoSoC had reserve accounts. As Mary Sue Hubbard, Herbie Parkhouse and Jane Kember were signatories on those accounts (controlled by the GOWW), it would have been very easy for ol' ElRon to get his hands on some or all of that money. (ElRon actually wrote in one policy letter that it was not necessary to be a signatory on a bank account "if one can dictate its use".)

Reserve accounts were ordered established by ElRon. The order was contained in a series of Board Policy Letters called The Financial Management Standardization Series and were issued by the Guardian Office World Wide. Herbie Parkhouse, the Deputy Guardian Finance WW, was involved in getting all orgs to set up a standardized set of bank accounts. Every org in the world was to have the same type of bank accounts as to their use and names, e.g. :

(Org) Main account - for operating expenses
(Org) HCO Book Account - for bookstocks and promotion of LRH books
(Org) Reserve Account - for "untouchable" local org reserves
(Org) FBO Number One Account - for banking *ALL* income received
(Org) Claims Verification Board Refund/Repayment Account - name is self
explanatory
(Org) Local GO Account - for local Guardian Office operating expenses
(Org) Local GO Defense Account - for secret purposes known only to GO

There were *MILLIONS* of dollars in local org reserves for orgs under the CoSoC banner. Even as far back as 1978, Flag had about 2 MILLION in reserves according to the Cash/Bills graphs of statistics posted in Flag's OIC (Org Information Center - where all stats are posted).

One thing I *can* say for sure. An order was sent down from the Guardian Office (I saw it) to establish an overseas reserve account for each org. The "shore story" given to Treasury staffs was that monies needed to be put into other (newly created) accounts so that should a bank fold, the orgs would not lose their money. At that time you see, the Federal Deposit Insurance Corporation only insured deposits up to $50,000.

The PAC Orgs and Flag which made up CoSoC had *SO DAMNED MUCH MONEY* that there were no more banks in LA that CoSoC could use and still be covered under the FDIC. So the order to establish "#2 Reserve Accounts" was sent down from GOWW. That's when new reserve accounts were set up at the Kreditbank. Transfers were done regularly to the overseas bank, sometimes for up to $200,000 at one time!!

Local org personnel *NEVER* saw bank account statements for these overseas accounts. The GOWW controlled them. And per ElRon policy, his wife MSH was a signatory on these accounts!

So where do you suppose all the money went?!?!

It is safe to say that the GO wanted to protect CoSoC from any losses that it could possibly sustain.

I personally feel that Lawrence Wollersheim should be paid his settlement. It is my *opinion* that a massive fraud has taken place.
