Here's an excerpt from Flag Order 1630 entitled "GOVERNESS"
dated 3 December 1968 by L. Ron Hubbard - "Commodore":

(paragraphs 5 - 8)

"Children may only go on liberty with the permission
of the Conning Officer and only accompanied by an adult."

{Another issue states that children may ONLY go on liberty
IF THEIR STATS ARE UP!]

"Children must spend at least 10 hours each day studying.
They may not roam the ship at large."

"If a child or these children are found in Hold 1
_or_ any hidden compartment of the ship they are to be locked up."

[Why would a child be roaming unsupervised unless the
child was NOT being properly attended to by a child care provider?
Also. the "handling seems to be to just LOCK UP the child instead
of handling the outness that resulted in a situation where children
are unsuoervised.]

"Their clothing and subsistence is paid for by their
parents."

[I want to point out that the weekly pay for a Sea Org member
in 1968 was $10.00. How much clothing and subsistence do you
think $10.00 per week would buy in 1968? Yet, parents were expected
to provide for their children, nevertheless.]
